Outlook says you do not have the permission to send on behalf of user

Problem

You have been granted permission to send as (or on behalf of) another person, but since mid-December of 2018 you receive an undeliverable notice that says something like the following:

"This message could not be sent. Try sending the message again later, or contact your network administrator. You do not have the permission to send the message on behalf of the specified user. Error is [0x80070005-0x0004dc-0x000524]."

Solution

Clear the cached name/address in the FROM field and add it again.

  1. Click the New Email button in Outlook
  2. Click the FROM field button to select the address you wish to send from
  3. Delete the address you are not able to send from by clicking the X to the right of it.
  4. Select Other E-mail Address and type the username@wwu.edu of the person you need to send as or on behalf of (Do not enter their First.Last@wwu.edu... only their username@wwu.edu). 
  5. Send a test message as that person and it should be delivered. In the future Outlook will allow you to select this address again by clicking the FROM field button.


The week of December 17th, 2018, WWU employee mailboxes began to send messages from username@wwu.edu instead of from First.Last@wwu.edu. While First.Last@wwu.edu is still a valid address for received messages, it will not work for sending messages as or on behalf of another user.
